Brevard Soil and Water Conservation District Minutes

The Brevard Soil and Water Conservation District met in special session on Wednesday, December 27, 2017, at 4:00 p.m., in the 4-H Conference Room, UF/IFAS Extension Brevard County, 3695 Lake Drive,
Cocoa, Florida.

December 13, 2017, meeting was cancelled due to no new business.

The meeting was called to order by the Chair, Bud Crisafulli, at 4:00 p.m.

Board members present were: Bud Crisafulli; Allen Cowart; Henry Minneboo; and Adam Perez (joined at 4:06 pm).

Staff members present were: Chuck O’Rourke.

Chuck O’Rourke, District Conservationist, provided the Board with documentation of the request from Graham Williams, Land Manager, St. Johns River Water Management District (SJRWMD) regarding the need for constructing a new boundary fence, approximately 6,900 feet. The SJRWMD desires to replace approximately 6,900 feet of perimeter field fencing along their shared boundary with The Great Outdoors. This is also the eastern boundary of the L. F. BAR, INC (Fleckinger) lease. The SJRWMD has a commitment from The Great Outdoors to cost share with the SJRWMD on the purchase of materials, which will total approximately $9,647. The Fleckinger’s are willing to do the work to construct the new fence for in-kind credit in leu of their lease fees. SJRWMD is able to credit them at a rate of $1 per foot for fence construction labor. However, SJRWMD is only able to offer credit for one year ahead on their lease. Currently the least fees are $6,000 per year with 65% ($3,900) going to the Brevard Soil and Water Conservation District and 35% ($2,100) going to SJRWMD. The Fleckinger’s have a balance on their current lease year of $918 owed to SJRWMD. SJRWMD will offer them credit on that $918 balance as well as a credit of $2,100 applied to their SJRWMD fees for the upcoming lease year which begins March 1st. That would leave a balance of $3,882 in labor credit owed to the Fleckinger’s if they construct the fence for SJRWMD. Motion by Henry, seconded by Allen, to waive the Brevard Soil and Water Conservation District’s 2018 lease fee portion of the lease between the SJRWMD and Fleckingers, which totals $3,900. Vote was unanimous.

The Christmas luncheon on December 13, 2017 at Kay’s Real Pit Bar-B-Q was paid for by Bud on his personal credit card. The total cost of the luncheon was $90.38. Motion by Allen, seconded by Henry, to reimburse Bud for the Christmas luncheon expense of $90.38. Vote was unanimous.

Upon consensus of the Board, the meeting was adjourned at 4:30 p.m.
