Business Meeting Minutes

The Brevard Soil and Water Conservation District met in regular public session on Wednesday, November 10, 2021, at 4:00 p.m., in the UF/IFAS auditorium, UF/IFAS Extension Brevard County, 3695 Lake Drive, Cocoa, FL.

Chairman, Bob Crisafulli, called the meeting to order at 4:00 p.m. Video with audio of the entire meeting was provided for public viewing through the UF/IFAS Extension ZOOM web-based video conferencing and recording system, as well as on Facebook Live.

No presentations were given by guests.

Review and Approval of the Current Treasurer’s Report.

The board treasurer, Jonathan Schuman, provided the treasurer’s report for October, to the board, with no comments or changes to be included in the checking account or CD account report balances. There was a check voided and another check reissued to Brevard Public Schools for the grant approved at the previous month’s meeting.

The motion to approve the Treasurer’s Report by Chelsea Partridge and was seconded by Adam Tritt. The motion passed without amendment by unanimous vote of the supervisors present.

Review and Approval of Minutes for prior Board of Supervisors meeting.

The motion made by Chelsea Partridge, to approve the October Board of Supervisors’ Business Meeting Minutes, and seconded by Jonathan Schuman. The motion passed without amendment by unanimous vote of the supervisors.

Old Business

• Canaveral Marshes:

o The Brevard SWC District Interagency Agreement& Cattle LEase . The intergovernmental agreement sunset in March of 2021 so an amendment will be drafted to to backdate the agreement. The new lease agreement will be written for a period of 5 years with an option to extend for another 5 years. Motion by Adam Tritt to approve and second by Chelsea Partridge. Brian Zielinski and Bud Crisafulli will sign the agreement. It was noted that the executable copy of the 2016 lease has not been located. A meeting with the lease holders, St. Johns River Water Management District, NRCS, and the Soil & Water Conservation District, will b3e4 held on November 18th.

o The Cocoa Service Center District Conservationist is also updating the Conservation Plan for Canaveral Marshes 4,000-acre property in accordance with The Brevard SWC District Interagency Agreement. The revised conservation plan will be presented at an upcoming multiple agency board meeting consisting of the lease holders, St Johns Water Management District, NRCS District Conservationist, and the Brevard Soil and Water Conservation District representative. James Sloan made a motion to appoint Chelsea Partridge as the Brevard SWCD representative to the interagency board and Jonathan Schuman seconded the motion. Supervisor Partridge accepted the appointment after the motion passed without amendment by unanimous vote of the supervisors.

• FY 2022 Brevard SWCD / Seminole SWCD Field Trip

o The field trip is being planned for January 22nd and more details will be presented to the board.

• FY 2022 Local Working Group Meeting

o Brian will collect feedback from the meeting and compare to May’s working group meeting results. No RSVPs had been received in the few days prior and an attendance of approximately 15 is expected.

New Business

• Soil & Water Resource Pamphlets

o Supervisor Adam Tritt proposed a plan to create soil & water resource pamphlets with topics recommended by students. An example was presented by Adam Tritt but a plan to execute needs to be considered. Adam Tritt and Jonathan Schuman recommended using students to create the pamphlets; one option proposed by Jonathan Schuman is to create the pamphlets using the AP Research Seminar Credit and one proposed by Adam Tritt is to use the science research course code. No options were voted on at this time as more planning and options are to be considered.

• Public Comment

o Supervisor from Seminole County’s Soil & Water Conservation District made public comment about a statewide land judging completion that will be hosted by Seminole. They are recruiting volunteers and asked for participation from Brevard. No vote was made of this at this meeting and additional details were requested.

With consensus of the Board, the Chair adjourned the meeting at 5:50 PM on 11/8/2021.
