Brevard Soil and Water Conservation District Board of Supervisors

Business Meeting Minutes

 

The Brevard Soil and Water Conservation District met in regular public session on Wednesday, October 12, 2022, at 4:00 p.m., in the auditorium of the UF/IFAS Extension Brevard Co., at 3695 Lake Drive, Cocoa, FL.

 

Chairman Bud Crisafulli noted there was a quorum and called the meeting to order at 4:07 p.m.

Review and Approval of the Current Treasurer’s Report.

 

The board treasurer, Jonathan Schuman, provided the treasurer’s report for the previous month. The balance was $49,000.38.

 

The motion by Chelsea Partridge to approve the Treasurer’s Report was seconded by Jonathan Schuman. The motion passed without amendment by unanimous vote of the supervisors present. A file copy has been provided by email to the board.

 

Review and Approval of Minutes for the prior Board of Supervisors meeting.

 

Supervisor Chelsea Partridge provided meeting minutes for the previous month’s meeting in September. The motion by Jonathan Schuman to approve the Meeting Minutes was seconded by Chelsea Partridge. The motion passed without amendment by unanimous vote of the supervisors present. A file copy has been provided by email to the board.

 

Staff Update

 

Mike Engelgau gave his final field report, as he was retiring at the end of the month. He stated records were stored on the UF IFAS Brevard County Extension server. He will also add login instructions to the website to the server. He noted that a replacement cannot be hired by the county until after his departure.

USDA NRCS Cocoa Service Office District Conservationist Report

Derrick Wyle updated the board on EQIP applications. Brevard County had 13 EQIP applications and Seminole County had 2. He mentioned emergency EQIP authorization of funds for emergency repairs (ie: downed fences, critical area planting to stop erosion, emergency animal services, etc.) due to Hurricane Ian. He mentioned that repaired items need not be previously installed by a NRCS contract. Discussion followed on general agriculture emergency services and protocol.

 

Old BSWCD Meeting Business

None

New BSWCD Meeting Business

 

Fran Fleckinger made a request of the board to cancel the Soil and Water Conservation District portion of the lease with St. Johns River Water Management District at the end of its term. The handling fee would still be applicable but no longer need the district’s conservation support. Additionally, the document needs Angela Mack’s name added to the lease and dates need to be made concurrent. Chelsea Partridge moved that we add the requested additions and terminate only after seeing the new language as proposed by SJRWMD. This was seconded by Jonathan Schuman and passed unanimously.

 

Jonathan Schuman presented two financial requests: a $100 donation to the National Association of Conservation Districts to keep our membership current, and paying a $175 fee to the FL Department of Economic Opportunity. A motion to pay for both was made by Bud Crisafulli and seconded by Chelsea Partridge. Both payments were approved by unanimous vote.

 

With consensus of the Board, the Chairman then adjourned the meeting at 4:54 PM to setup for the USDA NRCS Annual Working Group Meeting.
